TRAFFIC ADVISORY

          A Graded Response Action Plan forDelhi & NCR with appropriate measures to address different levels of airpollution as per

NotificationNumber S.O. 118 (E) dated 12th January, 2017 in compliance ofHon’ble Supreme Court of India’s order dated 2nd December, 2016, hasbeen implemented.  The Graded ResponseAction Plan inter-alia prescribes stopping of entry of truck traffic into Delhi(except essential commodities) in ‘Severe + or Emergency’ level i.e. when PM2.5 levels cross 300 ug/m3 or PM 10 levels cross 500 ug/m3 (5 times above thestandard) and persist for 48 hours or more. The Graded Response Action Planmandates that Traffic Police and Municipal Corporations of Delhi are the responsible/implementingagencies for this purpose.

Thelevel of pollution in the NCT of Delhi has reached at alarming level warrantingimmediate necessary action to curb air pollution. The Hon’ble Lt. Governor ofDelhi has directed that steps are required to control deteriorating air qualityin Delhi and thus, orders the Delhi Traffic Police and Municipal Corporationsof Delhi to prohibit the entry of Heavy & Medium goods vehicles (except thevehicles carrying essential commodities viz. raw vegetables, fruits, grains,milk, eggs, ice, salt tankers carrying petroleum products,etc) in the territoryof NCT of Delhi from the border entry points with effect from 11.00 PM of 9thNovember, 2017 to 11.00 PM of 12th November of 2017 which can befurther extended depending upon the air quality. A Notification F.No.3(218)/MRTS/TPT/2015/241 dated09.11.2017 in this respect has also been issuedby Transport Deptt., GNCT of Delhi.

Accordingly all Borders Entry Points of Delhi from where Heavy & Medium goods vehicles enter into Delhi shall be sealed by Delhi Police w.e.f. 11.00 PM of 9thNovember, 2017 to 11.00 PM of 12th November, 2017 which can also befurther extended depending upon the air quality in Delhi in coming days.

Allneighboring Districts and States have been requested to deploy adequate manpoweron their part at all Border Entry Points in their respective areas ofjurisdiction and help Delhi Police in implementing the directions in true &letter and spirit. The concerned authorities of the neighbouring have also beenrequested to ensure that flow of other motorists is not affected due tostoppage of entry of heavy and medium goods vehicles into Delhi from BorderEntry Points.
